Through the Transportation Systems Management (TSM) Program, the City of Roseville works cooperatively with the business community to promote alternative transportation

TSM Goals:

REDUCE vehicle emissions, vehicle miles traveled and traffic congestion.

IMPROVE air quality and transportation efficiency.

The TSM Program applies to businesses or common work locations in Roseville with 10 or more employees.

The City's TSM requirements are located in  Chapter 11.33 of the Roseville Municipal Code

TSM Program Information (for sites with 50 or more employees)

Employers or major common work locations (such as an office building/complex, commercial/retail center, or industrial building/park) with 50 or more employees are required to have a TSM Plan and designate a Site TSM Coordinator. Site TSM Coordinators serve as a liaison between the City of Roseville and employees/businesses at their site.

TSM Program Information (for sites with 10 to 49 employees)

TSM Plans are not required for sites with less than 50 employees, however, the TSM Program still applies to these sites.  

If you are the owner, lessor, or manager for a site with 10 to 49 employees, please provide/update your contact information so that you can receive TSM information.

A TSM Plan describes the site characteristics and amenities in place to support alternative transportation. TSM Plan requirements are found in the Chapter 11.33 of the Roseville Municipal Code and include the requirements of the California Green Building Code (CalGreen).
