What is a Master Plan?
The master plans show a high-level long term vision for each park. To the extent that budget allows, our goal is to build as many of the planned amenities as possible. Based on funding limitations, some park features may be 1) deferred to a time when additional funds can be secured; or 2) modified to fit the budget.
Projects in Design

Bid were received for FD-50 Park on April 8th, 2026. The city is currently evaluating funding for the award of this project.

Update:
The revised master plan was approved by Council in June 2025. Currently, we do not have funding to complete the park as designed. As with all city-wide parks, this park will be built in phases. The elements for a second phase have not been identified. There is no timeline for this park as yet.

Description:
The City has been reviewing opportunities to update the approved master plan for Pistachio Regional Park to include a community center/library, skate track, BMX course and splash pad.

Bids were received for JM-52 Park Project on March 25th, 2026. The City plans to take this project to council for award on the May 6th Council meeting. The anticipated timeline of this project is to start mid spring 2026 and be completed by end of Winter 2026.

Project Description:
This 10-acre streetscape improvement project features new water-conserving planting pockets, bark mulch, decorative boulders, dry-creek cobble accents, and upgraded irrigation systems. As budget allows, the project will also introduce park-like amenities, including a playground, a shaded seating area, and improved turf grass areas.
Projects Under Construction
Update:
Construction crews are mobilizing the end of January to begin construction on the pump track, with the skate track breaking ground shortly after that. Ongoing construction will be weather-dependent, and we hope to have everything open later this spring. Updates will be provided as progress is made.

Timeline:
Phase 2 - The Ninja Fitness Course is currently under construction, and anticipated to be complete in Spring 2025. The skate track and bicycle pump track are in planning and design, and anticipated to be complete in Winter 25/26.
Phase 1 of the park was completed in Summer 2024, which includes two lighted pickleball courts, a fenced off-leash dog park, multi-use paved paths, a covered picnic area, open turf areas and restrooms.

Description:
This 8+ acre city-wide park is being constructed by BBC, LLC. on behalf of the City. The official park dedication was held at 10 am on October 12, 2024.
Park Name:
City Council approved the park name Campus Oaks Park on January 19, 2022.
Update:
Construction is anticipated to be complete around the end of Summer 2026, due to weather and long lead times.
Active construction is nearing completion with construction of the restroom building and landscaping underway. Grass seed went down in early April. Now the seed must grow in and toughen up. The grow-in and establishment process will take all summer long before the park is ready to open to the public. During this time, we will also be conducting additional inspections. We thank you for your patience during this time.
The transfer of the property to the City took longer than expected, but it now has been recorded with the County. The project has been bid and a contract awarded. Pre-construction activities have already begun and construction fences will be going up before the end of July.
The master plan was approved by Council at the at the July 17, 2024.Construction is anticipated to begin in June 2025, with a construction timeline of about a year, weather-permitting. This includes an establishment period.

Description:
This is a 7.5-acre park site in the Sierra Vista area in Roseville, that is adjacent to a future elementary school.

The construction contract of the project was awarded at the November 5th Council Meeting. Construction has been underway since early November and is estimated to last until summer 2026.

The 5.8 acre Rocky Ridge streetscape improvements includes clearing and grubbing of existing landscape areas, installation of new water-conserving planting, replacement of outdated irrigation equipment, bark mulch, and a drycreek cobble surfacing with decorative boulders.
Update:
Construction has began for the repairs to entrance ramps to pickleball courts #3, #7, and #9. During construction, those specific courts will be closed. The anticipated reopening is beginning of June 2026.

This project is located at The Courts at Gibson Park, along the frontage of Roseville Pkwy and Gibson Dr.
Description:
The 2.0-acre Frontage Improvement Project includes new water-conserving planting, irrigation equipment, and drycreek cobble surfacing with decorative boulders along the frontage side of Roseville Parkway and Gibson Drive. This project also includes new 8-foot-wide concrete sidewalks along Roseville Parkway and Gibson Drive, and a concrete ADA-accessible ramp at the corner of Roseville Parkway and Gibson Drive. This project also includes improved concrete entrance ramps to pickleball courts #3, #7, and #9.
Rehabilitation Projects
Project Description:
The Fiddyment Homestead is located within Pistachio Regional Park in West Roseville. This valued feature is on the National Register of Historic Places and offers a variety of opportunities that include historic preservation, education and more. To chart a path forward, a vision plan is being created.

A new, larger waterslide in the deep end is expected to be installed late Summer/ Fall 2025. Construction of the waterslide and final touches began in mid-October with final completion anticipated by late Spring 2026.

The Johnson Pool Renovation Project will implement the master plan and address accessibility, aging infrastructure, building and safety code updates, and functional improvements. These improvements include accessibility/code upgrades to the pool house building, new pool shell and replaster, and improvements to the pool deck, equipment room, and associated site work.
The Grand Reopening took place June 14, 2025 from 1-4pm. Formal Dedication Ceremony at 1pm with free open swim, giveaways, crafts and games.

Project Description:
Based on results from the technical studies, some of the approved master plan elements have been moved. All of the amenities shown in the approved master plan are still a part of the overall plan. The sketch shows the skate track has moved to be closer to the parking lot and the dog park has been enlarged and moved more to the south of the park site. New walkways are proposed to ensure a looped walking path to meander around the fenced dog park. The actual layout of the dog parks (small and large) are still being refined. A first phase of improvements will include the skate track, fenced off-leash dog parks and walking paths. Upgrades to the north parking lot (off of Douglas Blvd) are also being considered as a part of phase one. Staff met virtually on February 1, 2024 with members from the Roseville Heights, Los Cerritos and Cherry Glen neighborhoods to review the status of the planned improvements and amenity location changes. Those in attendance supported the changes.
The actual skate track has not yet been designed. A virtual workshop specific to the skate track was held via Microsoft Teams on Tuesday, March 5, 2024 at 6:00pm.

Historical Info:
Did you know that Saugstad Park is built on top of an old landfill? Did you know that 95% of the park lies within a flood plain or flood way? Over the last year, the City has been working to re-envision the park’s potential as a valued recreational asset that meets our community’s needs. This includes how do we address the landfill, what types of amenities are acceptable to be in a flood plain and what types of amenities would we like to see built at the park?

Update:
The sand volleyball court is being expanded to three courts! Here are some answers to questions asked about this project.
- Why at Kasberg? Kaseberg has space for more courts and already has parking. The location is geographically central to the City so access is convenient.
- Play on the one existing court is minimal, so why add more? Sand volleyball is now a high school sport. This places a larger demand on existing sand courts. One stand-alone sand court does not meet the needs of sand players who tend to play in larger groups. One court is simply not enough to visit and play on. Other multiple sand court locations are impacted so offering a different spot to play can spread groups out to play in locations throughout the City.
- Will this impact pathways and trees? There will be no impacts to the walking paths that neighbors currently enjoy using at Kaseberg. As for the trees, 4 trees will be removed, three of which are small, not thriving and unhealthy. Plans are to include 16 to 18 new trees to be planted as part of the project. No views from the street or homes will be impacted, in fact, the views may be enhanced based on the additional tree plantings.
- What was the outcome of the two week write-in period? We had minimal input (5 people wrote in). The above questions were contained in the feedback received.

Project Description:
We have seen a rise in usage in sand volleyball. With sand volleyball becoming a high school sport and the current impaction of the sand courts at another park, adding more courts at Kaseberg makes sense. A single court is not usable as people come in groups and the wait time is long. Three courts would increase use where multiple groups can play more and within a shorter period of time. These added courts will decrease the gap in our sand volleyball court inventory. This layout also considers the soccer fields and avoids any conflicts between the two.

Public Outreach:
An in-person public outreach meeting was held on April 9, 2026 at Maidu Community Center at 6:00 pm to solicit feedback on an updated proposed layout that includes baseball/softball batting tunnels in addition to the pickleball courts.

Project Description:
This renovation project at Maidu Regional Park will remove the old batting cages and construct two (2) new pickleball courts. The batting cages were decommissioned years ago due to the high costs of ongoing maintenance, repair and operations. This project takes advantage of the existing park infrastructure including off-street parking, restrooms, shaded seating areas, and mature trees and landscaping. Sport court lighting will also be included as budget allows.
Project Description:
The Roseville Aquatics Complex Renovation Project includes improvements to the locker rooms and showers to update this portion of the facility for accessibility and code compliance and will include replacement of components that have reach the end of life. In addition, the competition pool will be replastered.

Construction is anticipated to begin in late September 2026 with completion in May 2027, weather permitting.

Update:
Bids were received for The Woodbridge Park tennis and Pickleball Court Renovation Project on March 10, 2026. The City plans to take this project to council for award on the May 6th Council meeting.
New Bids were received on July 1, 2025. Unfortunately, these bids are also planned to be rejected. The project is proposed to be Re-bid in early 2026 with construction estimated to start in Spring 2026.

Project Description:
Renovations include the following at the tennis and pickleball courts: replacing the court foundation and asphalt resurfacing, removing and relocating playing court entrances to comply with ADA standards, converting one existing tennis court into two pickleball-only courts, maintaining one tennis court with pickleball overlay striping, and new shade seating at the court.

Update:
The Power Playground is now complete and it's Dedication will take place May 26, 2026 at 4:30pm.
November 2025 - The Placer Valley Soccer Complete is now complete and the Grand Opening was on November 21, 2025.
In September 2025, City Council approved an amendment to the construction contract to construct a new park maintenance office and shop at the facility. Work will continue at the maintenance yard through February 2026, weather permitting.
Work is progressing well and finishing touches are underway. We are excited to see the many details being implemented that will make this Complex more than just fields and a playground. As we work towards the finish line, as tempting as it is, please respect the construction fences and stay off the fields and playground. These are not ready to be used and premature use can delay the completion. The project is still on target to be completed in late 2025.
Sports lighting have been installed. We wanted to take this opportunity to share that these lights use state-of-the art, using technology that includes shields on the fixtures to minimize light spilling beyond the intended area to be lit and to avoid glare. Below are some pictures that show how effective the lights are. Consistent with other lighted sports fields and courts, lights will be turned off at 10 pm. (Pictures shown are from Musco Sports Lighting. Musco is the selected light supplier for this project.)

Park Name:
City Council approved the park name Roseville Soccer Complex on December 21, 2022.
Location:
2600 Westbrook Blvd., off of Westbrook Dr. and and Blue Oaks Blvd.
Description:
Design and construct a multi-field lighted soccer complex with support facilities such as shaded picnic areas, restrooms, storage, maintenance yard, off-street parking spots and security lighting.
Universally Accessible Playground:
This is designed for people of all abilities and ages. After multiple public workshops and feedback, the design provides a variety of play spaces for physical and social interaction. Also included are misting areas, quiet zones and a shaded seating area (not shown in the sketches). A restroom will be located within easy access of this play space and will include child and adult changing tables.
Once completed, the playground will be opened for the general public. This playground is being built as a part of the Roseville Soccer Complex.
Universally accessible playground - Public Outreach:
On July 7, 2022 we held a second public workshop for the playground.
An initial virtual public workshop was held on May 24, 2022 to share an concept design for the universally accessible playground to be located at the north end of the sports complex.

Update:
The construction contract was awarded at the June 4th Council meeting. City Council approved award of the base bid plus add-alternative #1 and #6, per attached Exhibit. Construction began in June 2025.
Bids have been received, and the City is recommending contract award at the June 4th Council meeting. The City will be recommending the award of the base bid plus alternates for the shade sail over the picnic area and the expanded main turf grass area. Construction is expected to commence shortly after contract award.
Due to budget constraints and fluctuating construction pricing, the attached exhibit illustrates the City’s approach to bidding this park project. It indicates what will be included in the base bid and what is considered alternate pricing for what can be added should budget allow. The target to begin construction is late Spring/ Summer 2025.

This is a 2.5-acre park site in Roseville.

Update:
Due to delays in procuring the required electrical equipment that will power the irrigation pump, grass (sod) cannot be planted until mid- to late-June. The establishment period will last through summer, when we hope to be able to open the park. We appreciate your patience and remind everyone to stay out of the fenced park until it is officially open.

Construction began in July and is expected to be complete in late Summer 2025, weather permitting.

Description:
This is a 7.73-acre school park site in Roseville. Amenities to be constructed in this park include a playground, swings, a shaded picnic area, bathrooms, a softball field with backstop and dugouts, an off-street parking lot, walking paths, a multi-use turf area, planting and irrigation.
Park Namesake:
City Council approved the park name John Byouk Park on January 19, 2022.

Update:
The construction contract was awarded at the May 21st Council meeting. Due to supplier delays on electrical equipment and site furnishings, commencement of construction was delayed until July 2025 and will last through late Fall / early Winter. Even with the delayed start, this schedule falls within the previously anticipated timeframe for completion.
The master plan was approved by Council on September 18, 2024. Construction document preparations are underway. We are targeting start of construction in late Spring/ Summer 2025.

Location:
Gravel parking lot at Maidu Regional Park, 1550 Maidu Drive
Project Description:
Upgrade of the existing gravel parking lot near the playground/soccer fields on the northeast corner of Maidu Regional Park. Work will occur in two phases: construction of new drainage filtration areas, followed by paving of the parking lot and improving ADA accessibility.
These improvements will provide safer and more accessible parking, improve drainage and stormwater management, and replace the gravel lot with a durable, low-maintenance paved surface.

The updated playground design and layout (see above) now also includes:

Unscheduled Projects
In the future, Al Johnson Wildlife Area (formerly Reason Farms) will include both wildlife habitat and passive recreation areas, such as trails, picnic tables and more. The primary use of the Al Johnson Wildlife Area is for flood control which will happen by adding retention basins to hold water from nearby creeks during rain events until there is capacity to flow downstream. With that in mind, the passive recreation areas will be designed to flood from time to time, similar to other parks in the region such as Discovery Park in Sacramento. There is no current timeline for the construction of recreational amenities. The park portion of the design will begin once the retention basin designs have been developed. Some recreation improvements will be completed after the retention basins have been installed and when funding is identified/available. Phasing of the recreational improvements is highly likely.

The City is evaluating funding, locations and priorities for new parks within new plan areas. Evaluation includes funds collected to date for park construction, costs for construction, Mello-Roos assessment amounts being paid to support maintenance, locations of homes and occupancy. Priorities are evaluated annually during the budget cycle, which start in January of each year. Please note, Mello-Roos assessments do not pay for park development (construction) and are only assessed once a park is built.
