**An alarm permit is required for everyone operating an alarm system within the City of Roseville. Failure to acquire an alarm permit in the city is a class one civil infraction, and may result in additional fees.  It can also be grounds for suspension of police response to an alarm site. (AR 10.64). 

• An alarm permit is required for everyone operating an alarm system within the City of Roseville, including both commercial and residential properties. The cost of an alarm permit is $35, and the permit is valid for two years. Permits must be renewed every two years at a cost of $15.
• An alarm company may install an alarm system prior to the alarm user obtaining an alarm permit, but a valid permit needs to be on file when the alarm system is activated or connected.
• Alarm monitoring companies are required to verify if the alarm user obtained an active and valid alarm permit before activating monitoring service.
• Anyone found operating an alarm system without a valid permit is required to pay the $35 permit fee within 30 days of receiving the notice, plus a $5 late fee. Failure to pay will result in additional late fees. These fees are cumulative, and are as follows:
  30 days late - $20
  60 days late - $40
  90 days late - $80
  91+ days - $100
• Administrative Citation fee, and suspension of police response for burglar alarm responses. Police will still respond to panic or duress alarms or when there is an indication of a crime in progress.
• Alarm permits may not be transferred to another person or alarm site.

The purpose of enhanced call verification is to reduce the number of responses by police for false alarm activations.

Prior to requesting police response to an alarm site, an alarm system monitoring company must make two (2) or more telephone calls, first to the alarm site and an additional call or calls to any alternate telephone number to verify the veracity of an alarm signal, before requesting a police response to the premises. 

A false alarm is any alarm signal necessitating response by the Roseville Police Department where a life threatening or emergency situation does not exist. Fees are assessed for false alarms.

False alarms are deemed excessive when police respond on four or more false alarms within a rolling 12- month period.

The alarm user is liable for false alarm fees.

**A false alarm response fee will not be assessed when a call is canceled by the monitoring company before the officer arrives on scene.

• Make sure that you immediately report your false alarm to your alarm company, so they can cancel police response before arrival at your home or business.
• Ensure that everyone in your household or business has been properly trained on how to use the alarm system.
• Work with your alarm company to keep emergency contact lists updated and make sure the system is inspected at least once a year.
• Avoid decorations or helium balloons that might cause the alarm system to be activated.
• Heavy winds might cause doors to open and alarm systems to be activated. You can prevent this by making sure all doors and windows are properly closed and/or locked and that all latches and locks are in working order.

Yes. If your false alarm activations were caused by unusual circumstances, and you have taken steps to correct the problem, you can request a waiver.

The Chief of Police or his designee will render a decision in writing. Waivers are not granted often, and are reserved for unusual circumstances.
