Design and Construction Standards

The City of Roseville's Design and Construction Standards establish the requirements for designing and constructing public infrastructure that will be owned or maintained by the City. They apply to new development, public improvements, and certain private projects, including work within City rights-of-way and easements. The standards cover streets, water, wastewater, drainage, traffic signals, grading, site access, trees, and other related improvements, and include guidance for traffic impact studies and construction plans. These standards are adopted by the Roseville City Council and administered by the City's Development Services, Public Works, and Environmental Utilities departments.


Design and construction standards
The City of Roseville requires a permit before any soil boring or well construction or destruction work begins. Permits help ensure drilling is performed safely, complies with state and local requirements, protects groundwater, and confirms that licensed contractors are completing the work in accordance with California Well Standards.

Before you begin

Before starting any drilling activities, you must:

  • Complete the Soil Boring/Well Construction Application.
  • Receive City approval before any work begins.
  • Email the completed application to wellpermits@roseville.ca.us.

California Well Standards

The California Department of Water Resources (DWR) provides guidance for well construction, destruction, and soil boring activities. Its online publication combines Bulletin 74-81 with guidance from the draft Bulletin 74-90 into a single, easier-to-use reference. Although Bulletin 74-90 was never formally adopted by DWR, many local jurisdictions have incorporated its standards into their well ordinances.

Construction projects within the West Roseville Specific Plan are required to divert at least 50% of construction and demolition debris from the landfill through recycling or other approved diversion methods.
