Phillip Road Site Open Houses
Panattoni Development hosted two open house events to provide an overview of their updated design plans for the proposed Phillip Road Site. The content was the same at both meetings, and an update is available online. These were not City of Roseville-hosted meetings.

The processing of the Roseville Industrial Park was on pause while the project applicant, Panattoni Development Corporation, pursued additional public outreach. See the below message from Panattoni that was shared in May 2023.
The City of Roseville will not be actively processing the application or preparing responses to the public comments regarding the Draft Environmental Impact Report (DEIR), while Panattoni conducts its outreach.
At the conclusion of Panattoni’s outreach, the City will notify all interested parties of the next steps. If significant changes to the project description occur, there is the potential for additional environmental analysis and the possible need to recirculate the DEIR for public comment.

“Panattoni Development Corporation is committed to work with Roseville and surrounding communities to plan for the future uses of the Philips Road site located in western Roseville.
As such, we plan to hold a series of “living room” meetings with residents in the surrounding neighborhoods. Our goal with these meetings is for small groups to weigh in on appropriate uses for the site, given the city’s economic development planning goals for this area of West Roseville. Our intent is to leave each meeting with a design that outlines a proposed vision of the site from the group.
We plan to start these meetings in mid May and have them run at least throughout the summer.
Once we have completed all of our living room design meetings, we will schedule a larger community meeting to present the results of each meeting and discuss next steps.

Project Description: The project request is for a General Plan Amendment, Rezone, Major Project Permit, Tentative Parcel Map, Tree Permit, and Development Agreement to allow the development of an industrial park with a range of industrial uses, including light-duty manufacturing, warehousing, and distribution uses (totaling up to 2,430,000 square feet), a potential electrical substation, and associated site improvements. The project would include up to 15 buildings, ranging in size from 80,000 square feet to 300,500 square feet.

For the previously proposed project, the public review period for the Draft Environmental Impact Report (DEIR) was open through 5 p.m. on April 21, 2023. General project comments are accepted at any time.
Environmental studies are routinely done in the earliest phase of a project and it’s often the point when the public becomes engaged. All stakeholder input, including from residents, is encouraged at this time. It is very common for projects to be modified following environmental study and public input.
Public comments on the content and adequacy of the DEIR will be incorporated into the Final Environmental Impact Report (FEIR). Following the close of the DEIR public comment period, preparation of the Final EIR begins, which includes responses to community and agency feedback. This report will then be brought to the Planning Commission to consider whether to make a recommendation that City Council accept the Final Environmental Impact Report and planning permits/entitlements. Then the City Council will consider and vote whether to accept the Final Environmental Impact Report.
Should Council adopt the FEIR and approve the permits, the applicant would be able to move forward with submitting engineering and building applications. These would require City approval before any construction or site improvements could begin.
The vacant parcel is currently owned by the City of Roseville. The land was purchased by the City in 2004. A 2006 analysis found the parcel suitable for non-residential development. In August 2009, the City annexed the property and prezoned it from “Farming” to “Planned Development”. The property was declared surplus by City Council on November 20, 2019. An Exclusive Right to Negotiate with Panattoni Development Company Sacramento was approved on November 18, 2020 (Roseville Municipal Code §4.12.110B). City Council approved a purchase and sale agreement on March 3, 2021 and approved two amendments to that agreement on November 17, 2021 and October 19, 2022. A Roseville Coalition of Neighborhood Associations (RCONA)-hosted neighborhood meeting with the Westpark, Fiddyment Farms, and Creekview neighborhood associations was held on April 12, 2023 at 6:30 p.m. at St. John’s Episcopal Church.
