2026 PEMHCA Minimum & Retiree Health Rate Information

CalPERS has set the 2026 PEMHCA Minimum Employer Contribution at $162.00 per month. This amount is established under Government Code Section 22892 of the Public Employees’ Medical and Hospital Care Act (PEMHCA).

The City of Roseville pays this PEMHCA minimum directly to CalPERS each month for participating active employees and eligible retirees. This minimum is adjusted annually by CalPERS and must be paid by the employer.

How the 2026 amount affects retirees:

The $162.00 is included as part of the City’s maximum monthly medical contribution. If your medical plan premium is $900, the City sends $162.00 to CalPERS, and that amount is applied toward your premium. The remaining balance ($900 − $162) is reimbursed to you according to your retiree benefit tier.

2027 PEMHCA Minimum & Retiree Health Rate Information

Effective January 1, 2027, CalPERS has set the new PEMHCA Minimum Employer Contribution at $167.00 per month.

As in prior years, the City of Roseville will contribute the PEMHCA minimum, now $167.00, directly to CalPERS each month on each retiree’s behalf. The remaining premium cost above the $167.00 minimum will be deducted from the retiree’s warrant. The City will continue to reimburse eligible retirees based on their tier and benefit level.

This 2027 amount is the figure retirees should use when reviewing and comparing medical plans during Open Enrollment for 2027.
