How Roseville’s utilities quietly work every day to keep life moving
Every morning in Roseville, someone fills a coffee pot, takes a shower, waters the lawn, or packs a lunch. Clean water is there the moment they need it.
Water moves through wells, pumps, treatment systems, storage tanks, and hundreds of miles of underground pipelines. Meanwhile, wastewater systems collect used water and send it to treatment plants, where it is treated before being safely returned to the environment.
Every week, trash and recycling crews travel through neighborhoods, collecting material that would otherwise pile up at homes and businesses. Most people never see these systems, but they’re always at work.
“Most people don’t think about their utilities very often,” said Devin Whittington, Assistant Director in Environmental Utilities, overseeing utility operations. “That’s actually a sign they’re working the way they should.”

Behind each simple moment is a system that has been working long before the faucet was turned.
A system the size of another city
Roseville’s utility systems operate on a scale that most residents don’t realize. The water treatment plant can produce up to 100 million gallons each day. That's enough water to meet the needs of a growing city, even during the hottest days of summer. Water travels through 704 miles of pipelines, which is about the distance from Roseville to San Diego.

Along the way, the system includes:
- More than 5,500 fire hydrants ready to support firefighters when emergencies happen
- Eight water storage tanks holding 44 million gallons of water
- Seven groundwater wells and three pump stations help move water across the city
Those storage tanks act like the city’s water savings account. They store water so the system can handle high demand on hot summer days or provide extra supply during emergencies.
“Most people don’t think about their water system until they turn on the tap,” said Water Utility Manager George Hanson. “Providing reliable water takes planning, maintenance, and investment. Our job is to make sure water is there when customers need it, whether it’s an ordinary day, a heat wave, or an emergency.”
This behind-the-scenes infrastructure helps ensure Roseville residents and businesses have reliable water service whenever they need it.
What happens after the flush
Once water goes down the drain, another system takes over.
Roseville operates two wastewater treatment plants capable of treating up to 60 million gallons of water every day. Used water travels through an underground network that includes:
- Over 600 miles of sewer mainlines
- Nearly 300 miles of sewer laterals connecting homes and businesses
- More than 13,000 manholes used for inspection and maintenance

Each year, Roseville delivers about 1.25 billion gallons of recycled water, which is reused at more than 121 locations across the city for outdoor irrigation. Recycled water also helps cool equipment at the Roseville Energy Park, saving high-quality drinking water for homes and businesses.
“Water doesn’t just disappear after you use it,” said Tracie Mueller, Wastewater Utility Manager. “We clean it, which helps protect our community and the environment, and beneficially reuse it.”
Keeping neighborhoods clean
Solid waste services are another part of the system that most residents only see briefly each week.
Every week, Roseville crews collect thousands of carts across the city, helping keep neighborhoods clean and materials moving to the right place.
- One garbage truck can hold waste from about 300 homes. The average household produces 35 to 50 pounds of material per cart, which quickly adds up across the community.
- Organic waste collection is also growing. Roseville now collects up to 42 tons of organic material each week, helping keep food scraps and yard waste out of landfills.

Reliability doesn’t happen by accident
Behind every utility service is a team of operators, mechanics, engineers, technicians, and field crews working every day to keep systems running. Even though these systems work out of sight, they need constant care.
Treatment plants operate around the clock. Crews inspect pipelines, valves, and hydrants. Equipment is repaired or replaced before it fails. Routes are coordinated to serve thousands of homes and businesses every week.
A lot of this work is about preventing problems before they happen.

“Our goal is simple,” said Engineering Manager Arashdeep Singh. “We want the services people depend on today to be just as reliable for the next generation of Roseville residents.”
Most residents never see the pipes, pumps, treatment plants, or crews behind these services. But every time water flows from a tap, a toilet flushes, or carts are collected at the curb, those systems are doing exactly what they were designed to do: support everyday life in Roseville.
