The city beneath the city

You probably know Roseville by what you can see: neighborhoods, parks, busy streets, shops and schools. But there is another Roseville that most of us will never see.
Just below our feet is a sprawling network of pipes, valves, pumps and other equipment working around the clock. Some pipes bring drinking water to your faucet. Others carry wastewater away after you flush, shower or run the dishwasher. Another network delivers recycled water for irrigation and other approved uses, putting highly treated wastewater to beneficial use again. Sensors help crews keep an eye on how the system is performing.

It is a vast hidden network and keeping it working takes a lot more than burying a pipe and forgetting about it. Crews inspect it, engineers track its condition, and operators monitor how it is performing. Long before something needs to be repaired or replaced, teams are already thinking about what will come next.
“There’s the Roseville we see every day, and then there’s the one beneath our feet,” said Environmental Utilities Director Sean Bigley. “That underground network plays a huge role in keeping the city running.”
Almost 1,600 miles hiding in plain sight
Roseville maintains more than 704 miles of drinking water pipelines, more than 601 miles of sewer mainlines and nearly 300 miles of sewer laterals that connect homes and businesses to the system. The city also operates a separate network of recycled water pipelines that delivers highly treated water for irrigation and other approved uses.

More than 13,000 manholes give crews access to inspect, clean and maintain the wastewater system. Pumps and valves help move water and wastewater where they need to go, while other equipment helps crews monitor pressure, flow and system performance.
Think of it a little like the city’s circulatory system: water pipelines deliver clean water where it is needed, sewer pipelines carry wastewater away for treatment, and recycled water pipelines help put highly treated water back to work. It all happens quietly beneath everyday life.
Built for decades, not forever
Utility infrastructure is designed to last a long time, but nothing lasts forever. Like roads, bridges and buildings, pipes, pumps and treatment equipment wear over time and eventually need to be repaired, upgraded or replaced.
A water pipeline may remain in service for 50 to 80 years. Pumps and motors often last 20 to 25 years, while treatment equipment may serve for 20 to 40 years. Materials, soil conditions, use, maintenance and other factors can all affect how long something lasts.

Much of Roseville’s infrastructure was installed as the city grew, and some of the city’s oldest pipes have been in service for many decades. As those systems age, some will need more attention. Still, age alone does not tell the entire story.
“Pipes don’t suddenly stop working because they reach a certain age,” said Engineering Manager Arashdeep Singh. “We look at how they’re performing, their repair history and what the data is telling us. It’s part art and part science, and that helps us decide what needs attention and when.”
How do you know when a pipe needs replacing?
There is no expiration date stamped on a water or sewer pipe.
Crews look at age and material, repair history, condition and performance. They also consider how important a pipe is to the larger system. A pipe that has needed repeated repairs, for example, may deserve a closer look even if it has not reached the end of its expected lifespan.
Inspections, maintenance records and system data help crews decide where work is needed most. That allows Roseville to prioritize projects based on what the system is telling us, not simply how old something is.
The goal: fix it before it breaks
Even in a well-maintained system, things can still go wrong. A water main can break because of age, ground movement, pressure changes or other factors. Not every failure can be prevented, but knowing the system helps crews catch problems early and reduce the risk of an emergency.
Changes in pressure or flow, repeated repairs or signs of wear can all signal that something needs a closer look.

“A water main break is a good example. They can happen, even when you’re doing everything right,” said Water Utility Manager George Hanson. “What we’re trying to do is understand the condition of the system, spot trouble early and repair or replace infrastructure before it reaches that point whenever we can.”
Planning, inspections and maintenance all require ongoing investment. But waiting for infrastructure to fail can cost more, create larger disruptions and leave fewer options. Proactive maintenance allows repairs and replacements to be planned and coordinated, helping reduce emergency work and impacts on customers.
Repairs can be planned, replacements can be scheduled, and projects can be coordinated to reduce impacts on customers. That can mean fewer emergency repairs, less disruption and a more reliable system.
Thinking years ahead
Keeping the system reliable is not only about replacing what is old. Roseville also has to think about what the community will need years from now.

Utility staff look at growth, system performance, changing regulations and future water and wastewater needs. That planning can lead to projects that replace aging pipelines, upgrade treatment equipment, improve how the system operates or add capacity for a growing community.
Those investments are part of keeping the system reliable, not just responding when something breaks.
“By the time customers see construction happening, a lot of work has already taken place behind the scenes,” said Wastewater Utility Manager Tracie Mueller. “We are looking at system performance, maintenance history and future needs well before a project ever reaches construction.”
