Invest in Downtown Roseville with new fee credit

The City of Roseville is launching the Downtown Development Impact Fee Credit Program to help stimulate investment and redevelopment in Downtown Roseville. This program offsets city-controlled impact fees for eligible projects, making it easier for developers and businesses to invest.

The new fee credit program offers up to $50,000 in credits for qualifying projects that align with the Downtown Specific Plan and contribute to economic vitality or significant reinvestment. 

Eligible projects include:

• Residential, destination, or pedestrian-oriented commercial developments on vacant or underutilized properties.
• Projects that create or retain jobs, generate sales tax, or revitalize existing buildings and spaces.
• Mixed-use and multi-family housing developments, with priority for affordable housing. 

“This new initiative reflects our ongoing commitment to making Roseville’s downtown a thriving center of community and commerce,” said Gina McColl, Economic Development Analyst. “We’re looking forward to partnering with developers, property owners, and  businesses to realize the vision of the Downtown Specific Plan.” 

Since 2009, the City has invested approximately $164 million in Downtown Roseville. This incentive program builds on that investment and creates opportunities to sustain momentum beyond recent private sector improvements, including the adaptive reuse of the former post office and several mixed-use projects along Vernon Street.

Timeline and next steps

Applications open in October. Apply for the fee credit following approval of planning entitlements and building permit acceptance. Applications will be reviewed concurrently with permit submissions, and approved credits will be automatically applied to building permit invoicing.

Additional incentives are available, including fee deferrals, facade rebates, and energy efficiency rebates.
