Recently, the City has been receiving questions from the public about the parking lot at 400 Lincoln St. Below is a Q&A with more information.
Does the City of Roseville own the parking lot at the corner of Lincoln and Main Street?
No. The parking lot at 400 Lincoln St. is privately owned.
What is the status of the parking lot?
The parking lease between the City of Roseville and the property owner was renewed in September 2026. The public may use this lot to park when visiting Old Town Roseville.

More parking will be under construction in the coming weeks near Lincoln and Pacific Street. Learn more about the Historic Old Town Parking Improvement Project, which is adding 127 parking spaces.
What parking needs are anticipated for Historic Old Town and Downtown in the future?
The Downtown Specific Plan (DTSP), adopted in 2009, assumes development of more than 3.2 million square feet of new commercial construction and 1,020 new residential units in Downtown and Historic Old Town Roseville. The parking analysis in the Environmental Impact Report for the DTSP concluded that, over time, 571 parking spaces would need to be added to the Plan area’s parking inventory to support new development, not to address existing conditions.
The City has funded and constructed parking improvements in the Vernon and Oak Street parking garages, in addition to several surface parking lots, and has recently acquired property from Union Pacific to build the Historic Old Town Parking Improvement Project.
To date, 236 new residential units of the 1,020 envisioned by the DTSP have been constructed, representing only 20% of the planned residential buildout. On-site parking constructed by the developments has met the parking needs of all these new units. Only 90,000 new square feet, or 2.8%, of commercial building area has been constructed out of the 3.2 million square feet envisioned by the DTSP.
Additional parking is not required by the Downtown Specific Plan until the progression of build-out conditions warrant more parking.
