Sep 30, 2026
City Manager Dominick Casey is pleased to announce Erin Dunlay is the new Public Affairs & Communications (PAC) Director following a competitive recruitment process. She succeeds Megan Scheid, who retired earlier this year. Erin has served as the City’s Public Affairs & Communications Manager for the past two and a half years.
Erin has led several initiatives in her time at the City, including the past three State of the City events, the Know Your Boundaries campaign launched earlier this year, and communications surrounding the City’s fireworks ordinance. She also continues to play a key role in the City’s work to ensure digital ADA accessibility. Internally, she serves on the Organizational Culture & Leadership team and is a Gallup-Certified Strengths Coach.
“Erin brings a unique blend of private and public sector experience that gives her a broad perspective on stakeholder engagement, strategic communications, and organizational excellence. Beyond her professional expertise, she has been a passionate advocate for strengthening our organizational culture, helping employees and teams leverage their Gallup CliftonStrengths to maximize their talents and achieve their full potential,” said Casey.
Throughout her career, she has been passionate about fostering a culture that allows people to grow and thrive and she has served as a mentor in professional and volunteer capacities. She exemplifies the City of Roseville leadership competencies.
“Roseville’s momentum is undeniable, and I’m excited to help share the stories driving that progress. As the City’s next Public Affairs & Communications Director, I’m honored to work alongside an exceptional team dedicated to delivering impactful communications and advancing the City’s priorities,” said Dunlay.
Prior to joining the City of Roseville, Erin spent nearly two decades at public relations and public affairs firms in the Sacramento area, working with local organizations including Golden 1 Credit Union, Covered California, In-Shape Fitness, Dignity Health, and more. As PAC Director, she will oversee the department’s communicators, graphic designers, and videographers that foster public engagement through media relations, digital communications, community outreach, and legislative advocacy.
