Draft environmental impact report released for Environmental Utilities operations center project

The City of Roseville has released the Draft Environmental Impact Report (DEIR) for the proposed Environmental Utilities Operations Center and Resource Recovery Transfer Operation (RRTO)
The report assesses potential environmental impacts and proposes strategies to mitigate them.
Review the report online or in person at the Public Utilities Commission meeting. Only comments pertaining to the environmental analysis report will be documented.
Public meeting to receive comments
This meeting is for receiving comments on the Draft Environmental Impact Report (DEIR). Comments should focus on the environmental analysis contained in the report rather than the project itself. The Commission will not vote or take action on the project at this meeting. All environmental comments received during the review period will be considered and addressed in the Final Environmental Impact Report.

Why the project is being studied
Waste management and utility operations are changing, and the city must plan ahead to maintain reliable services. Key factors being studied include:
- State laws that require higher levels of recycling and waste diversion
- Future requirements to transition waste collection fleets to zero-emission vehicles
- Space constraints at the existing Corporation Yard, which is shared by several city departments
- The need for additional space for staff, equipment, and to accommodate the existing and future fleet needs for Waste Services.
Studying the Operations Center project allows the city to evaluate options that could:
- Modernize waste and recycling operations
- Help meet state regulatory requirements
- Support future zero-emission vehicle infrastructure
- Create opportunities for partnerships and economic activity
- Maintain reliable utility services for residents and businesses
Environmental review
The Draft Environmental Impact Report evaluates potential impacts and ways to reduce them. The study evaluates topics such as traffic and transportation, noise, air quality, biological resources, land use, and surrounding environmental conditions.
Where impacts are found, mitigation measures are proposed to address them.
The DEIR is a required step in California’s project approval process and invites public and agency feedback before decisions are made.
The comment deadline for the Draft EIR is Monday, June 22. It is expected to be presented to City Council for consideration of certification at the second meeting in August, with a second reading anticipated in September.
