City approves sale of downtown site for future development
Sep 17, 2026
On Sept. 16, Roseville City Council adopted a resolution approving the sale of two parcels, 505 Royer Street and 300 Taylor, to Eden Housing Inc., a California nonprofit public benefit corporation, to support the development of vacant properties in Downtown Roseville. The sale price for the vacant parcels is $580,000.
Previously owned by Placer County, the City acquired the two parcels, totaling approximately 1.17 acres, in 2014 to convert the unused site into a project that contributes to the vibrancy of Downtown Roseville, consistent with the vision of the Downtown Specific Plan. To prepare the site for future development, the City demolished the vacant building and graded the lot.
In 2021, the City entered into an agreement with Bridge Housing for development of the site with a multi-level senior affordable housing development and associated parking. Bridge was unable to secure financing for the project.
Subsequently, in 2025, the City of Roseville issued a request for proposals for the purchase and development of the property. Zoning allows multiple potential uses including mixed‐use, retail, restaurant, public or quasi‐public, office, multifamily residential, live/workspace, and public market. Eden Housing responded with an offer to develop the site with a similar multi-level senior affordable housing project. The proposal was consistent with the intent to provide housing or commercial options that strengthen downtown as a vibrant center of economic activity and community life.
Future development of the site by Eden Housing would require planning entitlements and building permits. The project considered by Eden Housing would qualify for the City’s Objective Design Standards process, intended to streamline affordable housing projects, consistent with State of California housing legislation.
Centrally located, the site is situated near the multi-use trail along Dry Creek, Royer Park, Vernon Street Town Square, downtown shops and restaurants, and offers convenient access to major transportation corridors and public transit.
The proceeds from the property sale will be deposited into the City’s Strategic Improvement Fund.
